FENSON MASSE
Principal
Mr. Massé possesses an extensive knowledge and understanding of highway design and project management. He embarked on his career at LNW/Arcadis, a prominent private sector firm, where he gained valuable experience in developing and designing construction plans. His expertise encompassed various aspects, including Roadway, Stormwater Management, Utilities, Signing & Pavement Marking.

Following his tenure at LNW/Arcadis, Mr. Massé joined FDOT (D7) and later American Consulting, another notable private sector firm, where he served as a Drainage Engineer. In this role, he assumed responsibility for designing Stormwater Management facilities such as ponds, swales, and exfiltration trenches, as well as storm sewer systems. Additionally, he prepared drainage reports, including Pond Sitting, Base Clearance Water Elevation, and Drainage Design Documentations. Mr. Massé also conducted investigations into flooding issues, utilizing his expertise to find effective solutions.

Further enriching his professional journey, Mr. Massé gained valuable managerial experience during his nearly seven-year tenure as a Project Manager for Palm Beach County. This role provided him with a comprehensive understanding of overseeing and coordinating projects from initiation to completion.

In April 2021, Mr. Massé made the decision to dedicate himself full-time to his civil engineering firm, MASSE CONSULTING SERVICES, LLC, which he had founded in 2019. By leveraging his extensive expertise and diverse experience, Mr. Massé aims to offer clients exceptional engineering solutions and superior project management.

With his wealth of knowledge and background, Mr. Massé is well-equipped to provide top-notch services and effectively lead projects at MASSE CONSULTING SERVICES, LLC.

Basher Khan
Principal
Mr. Khan embarked on his career in the private sector, gaining valuable experience at PAWA Complex Int. INC. and H.J. Ross Associates, INC. During this period, he acquired significant expertise in planning and design, specifically in areas such as Roadway, Stormwater Management, Utilities, Permitting, Airport Terminals, and Airport "taxiways," among others.
​
His journey as a Project Manager commenced with a tenure of 2.5 years at Miami-Dade County, followed by over 17 years at Palm Beach County Engineering & Public Works. In these roles, Mr. Khan demonstrated his exceptional managerial skills by successfully planning, coordinating, reviewing, and approving the construction of more than 40 roadway and bridge design plans. His outstanding contributions were recognized by his peers, leading to two PBC GOLDEN PALM AWARDS, which highlighted his ability to save the County a substantial amount totaling $2.48 million.
​
In 2020, Mr. Khan further expanded his career by joining PBCWUD as a Construction Services Manager, overseeing a team of four (4) Professional Engineers and eight (8) Construction Inspectors. In this role, he continued to demonstrate his leadership and expertise in managing construction projects.
​
In 2022, after 26 years of exceptional accomplishments as a Design Engineer, Project Manager, and Supervisor, Mr. Khan joined MASSE CONSULTING SERVICES as a Vice President. His extensive experience and proficiency make him a valuable asset to the firm, contributing to its continued growth and success.

Mr. Khan's diverse background and comprehensive knowledge in civil engineering and project management make him a trusted professional in the industry.
